Directorate General of Human Resource Development
 

It strives to develop a motivated, diverse and efficient work force whose goal is to optimize revenue collection and provide an efficient and responsive tax administration. It is currently headed by Ms. Neeta Lall Butalia, DG.

 
DGHRD has four wings-
 
HRM I

It is mandated to devise and design CBIC's Human Resource Management plans in congruence with the goals and vision of the department. It is the nodal office for Cadre Restructuring, Recruitment Rules, DPCs for Group A and Group B to A, APAR management and All India Seniority List of Group B officers. The wing is currently headed by Ms. Sucheta Sreejesh, ADG.

 
HRM II

It provides support to CBIC in drawing its annual recruitment plan (ARP) for direct recruitment and in framing and implementation of its recruitment policy. It is the nodal office for Swachhta Action Plan, review under 56J and maintaining the civil list and disposition list. It also functions as the secretariat to CBIC for AGT related work. The wing is currently headed by Shri Shailesh Kumar, ADG.

 
Infrastructure and Welfare

Infrastructure wing is the nodal office for processing and obtaining ministry's sanction for all infrastructure projects of CBIC like purchase of land/ ready built accommodation. It also processes all matters related to construction, repair and maintenance and hiring of premises where the power is not delegated to HoD. The Welfare Wing deals with all proposals like ex gratia, medical assistance etc. from the Customs and Central Excise Welfare Fund and schemes there under. The wing is currently headed by Shri S.C. Agarwal, ADG.

 
Expenditure Management Cell

The Expenditure Management wing is responsible for management of CBIC's budgetary resources- allocation and expenditure monitoring. It also deals with matters related to Cost Recovery posts and hiring of operational vehicles. The wing is currently headed by Ms. Charul Baranwal, Pr. ADG.
